SM 17 (June 1978) has the moves of Spring 1906. At this point Turkey is at 14 SCs and will, according to the GM (he comments the game after each move phase), take an additional 2 or 3 SCs by Fall 1906. Then he needs only one more... In this issue of SM (17) there is an invitation for a new game of PBM Diplomacy, to start as soon as the first ends. This is the one you mention as starting in SM 22. I don't have SM 18, but SM 19 doesn't contain anything about Diplomacy. There's nothing before the gamestart in SM22. In light of this, it's natural to believe that Turkey was declared the victor in SM 18. To set the record straight - Turkey was played by Lars Valle.
